{"id":334058,"date":"2026-08-14T13:58:19","date_gmt":"2026-08-14T13:58:19","guid":{"rendered":"https:\/\/www.clevescene.com\/?p=334058"},"modified":"2026-08-14T13:58:24","modified_gmt":"2026-08-14T13:58:24","slug":"haitians-in-springfield-are-required-to-report-to-ohios-ice-offices-and-wear-ankle-monitors","status":"publish","type":"post","link":"https:\/\/www.clevescene.com\/news\/ohio-news\/haitians-in-springfield-are-required-to-report-to-ohios-ice-offices-and-wear-ankle-monitors\/","title":{"rendered":"Haitians in Springfield Are Required to Report to Ohio\u2019s ICE Offices and Wear Ankle Monitors"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\">Haitians living in Springfield, Ohio are being required to wear ankle monitors and turn their passports over to United States Immigration and Customs Enforcement.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Haitians in Springfield are getting letters telling them to report to the ICE office in either&nbsp;<a href=\"https:\/\/www.ice.gov\/node\/62141\" target=\"_blank\" rel=\"noreferrer noopener\">Blue Ash (near Cincinnati)<\/a>&nbsp;or&nbsp;<a href=\"https:\/\/www.ice.gov\/node\/62067\" target=\"_blank\" rel=\"noreferrer noopener\">Westerville (near Columbus)<\/a>.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhen they do, their passports are collected,\u201d said Carl Ruby, pastor of Springfield\u2019s Central Christian Church.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey\u2019re fitted with ankle (monitors); I call them ankle shackles.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">This is happening after the U.S. Supreme Court ruled in June that President Donald Trump can\u00a0<a href=\"https:\/\/ohiocapitaljournal.com\/2026\/06\/25\/ohio-cities-brace-for-impact-of-supreme-court-allowing-trump-to-take-legal-status-away-from-haitians\/\">end temporary protected status for the 330,000 Haitians<\/a> who\u2019ve fled the violence in their home country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">TPS officially ended for Haitians on July 27 and a court lifted an injunction last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">About&nbsp;<a href=\"https:\/\/springfieldohio.gov\/immigration-faqs\/\" target=\"_blank\" rel=\"noreferrer noopener\">15,000 Haitians<\/a>&nbsp;live in Springfield, with a mixture of temporary protected status, citizenship, and other legal status.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Even though about 30,000 Haitians with temporary status live in central Ohio, only Haitians in Springfield are being asked to wear the ankle monitors as of now, Ruby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhat you\u2019re seeing in Ohio is a Springfield focused effort,\u201d he said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He has gone down to ICE\u2019s Blue Ash office with some Haitians to receive their ankle monitors, which can track where people are at any given moment and have about a 75 mile radius, Ruby said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThe ICE officers indicated, \u2018If you keep coming back every time we call you, that may help your immigration case,\u2019 which I don\u2019t believe,\u201d he said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI think it\u2019s a means to round up people quickly, and that when they\u2019re ready, they have the logistics in place to deport them. I think that\u2019s what\u2019s going to happen.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Haitians are then told to report back to the ICE office when they are summoned, which is expected to be every three to four weeks, Ruby said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s inciting a lot of fear,\u201d Ruby said. \u201cI think (ICE\u2019s) real goal is for them to self-deport. \u2026 I think it boils down to they want to have complete control over them, so (ICE) can easily deport them as soon as they\u2019re ready.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ruby is unaware of any Haitians from Springfield who have self-deported back to Haiti.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The U.S. Department of State currently has a Level 4 \u201cDo Not Travel\u201d advisory for&nbsp;<a href=\"https:\/\/travel.state.gov\/content\/travel\/en\/traveladvisories\/traveladvisories\/haiti-travel-advisory.html\" target=\"_blank\" rel=\"noreferrer noopener\">Haiti<\/a>\u201cdue to the risk of crime, kidnapping, terrorism, unrest, and limited health care,\u201d according to the state department. A top security official and chief of staff to the nation\u2019s defense minister&nbsp;<a href=\"https:\/\/www.nytimes.com\/2026\/06\/13\/world\/americas\/top-haitian-security-official-kidnapped.html\" target=\"_blank\" rel=\"noreferrer noopener\">was kidnapped<\/a>&nbsp;in June.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt just makes me sick thinking of the sexual violence that is the norm in Haiti,\u201d Ruby said. \u201cThere there are kids who sat next to our kids in Springfield City Schools who are going to be raped if they\u2019re sent back, and that\u2019s just the truth.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than 1,000 children born in Springfield with American citizenship have Haitian parents. Springfield City Schools declined to comment for the story.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">ICE detained 35 people \u2014 including four Haitians \u2014 in central Ohio between Aug. 5 through Aug. 10, said Maqueli Eldredge, a paralegal at&nbsp;<a href=\"https:\/\/immigrantlegalservice.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Legal Immigration Services in Dublin<\/a>. Ruby said he has not noticed an increased ICE presence in Springfield.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey say they would come for the Haitians on this special task force, but they take any collateral damage people,\u201d Eldredge said in a text message.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ICE office in Westerville was full of Haitians coming out with ankle monitors when Eldredge was there last week.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Many of their Brazilian clients in&nbsp;Pittsburgh and Philadelphia were asked to start wearing ankle monitors in July 2025. She said they have a 16-year-old client wearing an ankle monitor in Pittsburgh.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt is very embarrassing to wear them,\u201d&nbsp;Eldredge&nbsp;said in a text message.&nbsp;\u201c(The)&nbsp;devices cause lesions, rashes and blisters, bleeding on their ankles.\u201d&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She said it can be hard for their clients to sleep with the ankle monitors.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIt beeps in the middle of the night and (it\u2019s) hard to get comfortable,\u201d&nbsp;Eldredge&nbsp;said in a text message.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The ankle monitors will start beeping if the battery is not functioning well, Eldredge said.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThey break all the time and batteries malfunction and get very hot, some caught on fire when charging,\u201d she said in a text message.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some people are afraid of going back to the ICE office, so Eldredge knows folks who have cut off the ankle monitors and leave the state or self-deport.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201c(Officials) follow up where they leave that monitor and sometimes just take some collaterals,\u201d she
